To build on our experience of providing sovereignty solutions that meet the needs of heavily regulated customers and state agencies, our SOVEREIGN Public cloud is a development and expansion of Microsoft Cloud for sovereignty and will be offered across all existing European data center regions for all European customers across business services such as Microsoft Azure, Microsoft 365, Microsoft Security and Power Platform. SOVEREIGN Public Cloud ensures that customer data remains in Europe, under European law, with operations and access controlled by European staff, and encryption is under full control of customers. This is activated for all customer processes running in our European data center regions that require no migration.
Microsoft’s new SOVEREIGN PRIVATE CLOUD Will support critical cooperation, communication and virtualization services workloads at Azure Local. This solution now integrates Microsoft 365 Local and our Azure Local security platform, providing uniform options for hybrid or air-caught environments to meet the requirements of elasticity and business continuity.
In France and Germany, our National partner clouds Offer extensive capabilities at Microsoft 365 and Microsoft Azure in an independently owned and operated environment. In France, we have an agreement with Bleu, a joint venture between orange and Capgemini, to run a “cloud de confiance” for the French public sector, critical infrastructure providers and providers of essential services designed to meet secnumcloud requirements. In Germany, we have an agreement with Delos Cloud, an SAP subsidiary, for Delos Cloud to operate a superb cloud for the German public sector designed to meet the German government’s cloud platform requirements.

SOVEREIGN Public Cloud for all Microsoft Cloud customers in Europe
Many technology providers have approached sovereignty as niche requirements for a unique set of customers that requires a specific implementation method that is sometimes contrary to the economy and innovation of public cloud systems. This often requires running duplicate systems and teams, migrating to separate environments and limiting access to advanced technologies such as AI. However, Microsoft’s sovereign public cloud builds a developing set of superb capacities that can be configured to meet specific needs without sacrificing functionality or demanding migration to specialized data centers. With Microsoft’s Sovereign Public Cloud, which is currently in preview and set to be generally available in all European cloud areas later this year, we introduce new features and solutions that strengthen this vision.
Announces Data Guardian
Our EU data offense already provides an industry-leading obligation to store and process your infrastructure data located in Europe. Data Guardian adds an additional level of security by ensuring that only Microsoft staff residing in Europe control remote access to these systems. Data Guardian adds additional human and technical supervision when engineers outside Europe need access. All remote access from Microsoft engineers to the systems that store and process your data in Europe are approved and monitored by European resident staff in real time and will be logged into a manipulation headbok.
Announces external key management to extend Azure managed HSM
Encryption while full control of customers provides an extra guarantee of data protection. With external key management, customers can connect Azure to keys stored on their own hardware security module (HSM) on site or host of a trusted third party. We work with large HSM producers such as Futurex, Thales and Utimaco to secure their support.
Advertising regulated environmental management
The regulated environmental management service allows customers to easily manage all these functions in one place (for example, configuring data wager policies or reviewing access logs). Regulated environmental management will be at the center of the customer experience to configure, implement and monitor workloads in support of sovereign operations. Together, these tools will be at the center of the customer experience to configure, implement and monitor workloads in the sovereign public cloud.
Sovereign Private Cloud with Azure Local and Microsoft 365 Local
Although strengthening sovereign controls in public cloud environments is critical, we also understand that some scenarios require certain workloads to be run in a physical environment under full customer control to support business continuity risk limitation. Azure Local delivers Microsoft Cloud Services on customer locations that allow organizations to meet specific data processing and sovereignty requirements. It includes core Azure capabilities – such as calculation, storage, networking and virtualization services – while providing consistent control and developer experience. Azure Local is ideal for providing services closer to where data is generated or regulated, whether in the country, local or for partner -driven data centers. Microsoft’s sovereign private cloud solution is in preview today and will generally be available later in the year.

Microsoft 365 Local gives customers additional choices by bringing together Microsoft’s productivity server software for an Azure Local Environment that can run completely in a customer’s own data center.
This provides a simplified implementation and management framework for organizations to run Microsoft’s trusted productivity servers in environments they fully control. Built on our validated reference architecture and powered by Azure Local, Microsoft 365 Local enables customers to implement Microsoft productivity workloads such as Exchange Server and SharePoint Server in their own data centers or superb sky environments – with full control over security, compliance and government.
Private sovereign cloud is designed for governments, critical industries and regulated sectors that need to meet the highest standards of data stays, operational autonomy and disconnected access.
Building a sovereign cloud and AI -Partner ecosystem to Europe
To support European customers in the implementation and operation of superb solutions, we are also pleased to see a new Microsoft SOVEREIGN cloud specialization in Microsoft AI Cloud -Partner Program. This specialization will allow our European customers to identify partners who have differentiated themselves based on their demonstrated ability to support their sovereign cloud ambitions on Microsoft technology.
